What Causes Foreskin Shrinkage And When Pulled Back For Cleaning

What causes foreskin shrinkage and when pulled back for cleaning there are little tear marks that bleed, but not of sufficient flow to bother, I use Neosporin sparingly to stop the bleeding and also to soften up the foreskin. This has only started in the past few weeks, since I took a shower and used a different soap to wash and after cleaning the penis with the foreskin pulled back there was not problem. The next day is when the problem started. Any ideas?
