What Causes Foreskin Tears On Peeling With Frenulum Irritation?

When I pull back the foreskin of my penis when erectile, I develop multiple tears on the tip of the foreskin. Also, irritation is also there in the frenulum. I thought it might be due to winters and tried vaseline for lubrication but it is still there. What could be the reason and possible treatment
