What Causes Formication Of Hair?

When I touch my girlfriends skin it feels like her skin is covered in electricity. Like my fingertips feel staticy. She thought it was her arm hair but that doesn't make sense. There's NO WAY hair can feel like that...and it's random, happens maybe twice a month and is EXTREMELY noticeable. She can feel it as well.
