What Causes Frequent And Random Appearance Of Red Blotch On Skin?

I have had a small dime-size red blotch appear on my skin randomly for the 15 years. The first time i noticed it I was in Greece. Due to the language barrier, the doctor said the only word i could understand, "Cats". Is it a fungus from cats, or ringworm? How do I kill it?
