What Causes Goosebumps-like Bumps On Elbows?

My 8 year old daughter has goose bump looking bumps on her elbows that are a little lighter than her skin color. it doesn't itch or bother her in anyway, but I am stil concerned. the bumps do not feel ruff, they don't look scally and are barely noticeable. they also look like they are in patchs/ clusters. what can I do????
