What Causes Hands To Tingle While Washing Them?

My 20 year old daughter's hands tingle when she washes them. She is concerned because last year she had similar symptoms that were followed by her hands peeling - terribly painful. She does not want it to happen again. Is this s symptom you are familiar with?
