What Causes Hard Bumps On The Shaft Of His Penis?

My boyfriend has some hard bumps on the shaft of his penis near the head. Its pretty big and really hard. There was only a couple to start off with but now there are about 6 of them however there is only one that is big and the rest are small little bumps. They are red in color and painful.
