What Causes Hard Feel At The Base Of Penis And Pain During Erection?

There is this hard tendon type thing on the base of my penis and when I get an erection it hurts when it is pushed down or even just hanging there. I think I pulled my suspendatory ligament bc it is too hard to be a vein and isn't that wide and only about just under an inch long.
