What Causes Hardness And Discolouration Of Foreskin?

Hello!I would be grateful if you could answer me remotely.I have a problem with my foreskin for a longer time. One smaller part of the foreskin is white and the skin is hard. That causes that skin breaks. I don't know how to describe it in more details...If you need some more details, please ask. Thank you very much!
