What Causes Headaches And Brown Vaginal Bleeding While HPT Is Negative?

I am having headaches and dizziness bloating urinating alot more had a light short bleed that lasted 3days which was brown im also getting light cramping iv taken two pregnancy tests which are negative could i still be pregnant just have low hcg levels thank you
