What Causes Heaviness In Eyes And Scratchy Throat While Having Diabetes And Neuropathy?

I am a type 2 diabetic. I have severe neuropathy, for which I take lyrica For a few months now, I have had a cold that went away, except for my voice is sometimes scratchy, and I have a cough, which brings up green stuff. I have had a severe rash (all over) and my eyes feel heavy, though I m not sleepy. What is this?
