What Causes High HCG Levels Post Medical Abortion?

I had a d&c two weeks ago at 9.5 weeks pregnant because there was not heartbeat or growth after 6 week. The pathology report came back atypical and suggested a beta Hcg lab be taken. Those came back with my level being 1256. What does this mean? What makes it atypical?
