What Causes High Red Blood And White Blood Cells?

I have a blood condition Polycyyhemia Vera high red blood cells high white blood cells and high platletts I am 84 years old always very active 5 2 115 pounds have always followed holistic meds. Had pnuemonia in the hospital for ten days. Oncologist wants me to go on Jakifi a chemo med I do not want the treatment would rather have blood letting. Any suggestions?
