What Causes Hives On Face?

Hello. I am concerned for my sister. She randomly breaks out in hives and recently also feels like her throat is going to close. This began approximately two to three years ago. Originally it was mostly on her face but lately it is expanding to other areas as well. She has been to a primary care doctor and an allergist, who just prescribes allergy medicine. Any ideas?
