What Causes Hot Head, Red Face And Ice Cold Body During Summer?

My head over heats in the sun 70 or more its so bad i have to find ways to cool down face gets beet red and my body gets ice cold . I cant workoutside at all my body doesnt sweat just my forehead and underneath my eyes. Please any ideas or help would be great. Thanks degrees out its so bad
