What Causes Inability To Move Right Arm And Shoulder?

My mother is unable to move her right arm or shoulder. she can move her fingers. When she was asked to shrug her shoulders, the left one went up but the right will not move at all She has had a cat scan which came back negative. No sign of a stroke. She has no pain. What could cause this?
