What Causes Increased Body Temperature Even In Cold?

i am hot all the time even when its winter. i have to go outside to cool off. it is terrible to go anywhere. I have a constant rash under my breast whice are very large. i use a wash cloth there and TING keeps the rash down. I am overwieght but I have been like this since i was in my 20s and not overweight. my face turns red and burns when i clean house and humidity kills me. when i go into different temps (rooms outside anywhere) it takes 20 minutes for my body to adjust out of complete misery.
