What Causes Increasing Size Of Birth Mark With Irregular Shape On Neck?

My daughter is 11 she was born with what I called her birth mark between her neck and shoulder. It is raised and has gotten bigger over the years. Its shape is in irregular patches. She also keeps getting new smaller moles on her face and neck.Should we be concerned?
