What Causes Infected Hair Follicles On The Pubic Area?

I have been told that my 8 month old baby has infected hair follicles on her pubic area. She has been given fucidin cream that we have been using for 6 days now, and it does not appear to have greatly improved. Is there anything else I can try/ is it likely to be infected hair follicles, or could it be thrush?
