What Causes Inflamed And Swollen Penile Shaft And Scrotum After Having Sex?

Twice in the past two months after haven sexual enter-course, the next morning my penis shaft and scrotum are inflamed,swelled and oozing a clear liquid. I went to a dr the first time it happened and he gave me mupirocin which never really cured it 100%.
