What Causes Inflammation And Swelling In Vagina Of A Child?

My daughter is 5. About a yr ago when I was putting aquaphor on her vaginal area I noticed her clitoris was swollen an very red. I just looked and I noticed it looked like there was white stuff in it. I tried to squeeze a little. It definetely wanted to come out but she says it hurts too bad. Not sure if it does or feels weird. Well it's definitely getting worse. Is this possible. When I look up parts to clitoris it looks like her hood part is where the white is coming out of!
Help I feel terrible and hate the thought of her having this looked at.
