What Causes Ingrown Hairs On The Face And Dryness In Hands?

I have recently had several ingrown hairs on my face. I have also noticed that the skin around and underneath my eyebrows is secreeting something similar to acne but coming from inside my hair follicles, also my hands are abnormally

DRY, to the point that they are cracked and split open.

I have a history of "folliculitis" as the doctor determined and have several sebacious cysts operated on. My face is on fire, I have tried antibacterial soaps etc......please help!!!!
