What Causes Irregular And Rapid Heart Rates In Resting Position?

I am experiencing irregular and rapid heartbeats even when at rest. It has gotten up to 139 and I think even higher when I had no way to measure. I get tightness in my chest and pain in both arms and dizziness. It subsides after several minutes. I almost always have these episodes if I get in a rush or have to walk steps.
