What Causes Irritation In The Clitoris?

For the past few months I've been noticing that my clitoris gets irritated right before my period starts. When I insert my wash cloth to wash out my vagina, I'll also see a thick white discharge. There is no itching, odor or burning. Just an irritation. What can be causing this?
