What Causes Itchiness Allover The Body In Children?

My daughter who is 22 mos, is constantly scratching all over her body. We took her to several doctors to try and diagnose the problem, no luck yet, but they discovered she has high liver enzyme count, what could this be from? The scratching is very annoying and no cream seems to help, we think it is internal, any help?
