What Causes Itchiness And Redness In Legs?

I am a 40 year old woman. Last week after shaving my legs, I put on a new moisturizer on my legs and within 2 days developed a red, itchy rash. As the week progressed, the rash continued and now, 7 days later is still red and very itchy. Could I have folliculitis?
