What Causes Itchiness Below The Eyelids?

I have been using restasis with ocusoft plus and flogel eye lubricant for past four months. Since past two or three weeks i find that the skin on face below the two lower eyelids has become itchy, and edge of lower eyelids somewhat heavier or thick or swollen, and the face looks sort of baggy just below the lower eyelids. Before i started the above treatment, these conditions were absent. I am afraid if I am going from bad to worse. Or are these conditions due to side effects of any of the three products used? What will be my better remedy?
