What Causes Itchiness In Genitals Inspite Of Using Aveeno?

Hello I have a 4 year old daughter who can t stand the itchiness on her private part. I m just not sure what to put on her I ve tried Aveno for diaper rash but doesn t seem to help. I can t really notice anything other than a litte irritated from scratching
