What Causes Itchiness In The Neck And Cheek?

My cheeks felt and looked dry yesterday. Then today my cheeks started to look like q rash as well as my neck. Now thy both itch and burn. My neck feels like scratches and bumps. It's irritating when touched or wet. What do u think it could possibly be.
