What Causes Itchiness In The Throat?

Hello. I am having a problem with an itchy throat. It makes me want to cough (hard) in order to "scatch that itch". When it is not itching there is Phlegm which I am constantly clearing in my throat. Sometimes when I clear the phlegm the tching stops right away. This is keeping me up nights the itching and clearing my throat of phlegm. A few times I coughed up the phlegm to see speckles of red-which I believe to be blood. Should I be worried?
