What Causes Itching And Black Spots In Pubic Hair Around The Penis?

Yes I have a couple of black spots in my pubic hair around my penis. They have been there for about a year. I am in the military and I have been tested for HIV twice. And havent had any other sex partners besides my wife for more then two years. What could it be? I also itches at times if I do not powder down there.
