What Causes Itching And Swelling In Scrotum Post Hernia Surgery?

I had inguinial hernia surgery on Thursday. Incisions on both sides of pelvis. My genitals (penis/ scrotum) are swollen and very itchy (hives) . Area and inner thighs also irritated and itchy up to my chest almost. Is this normal and what can I do for relief or resolution?
