What Causes Itching Around My Vagina?

Hey, I am experiencing itching on and around my clitoris. I have never been sexually active aside from masturbation. Also, the lips of my labia are dry and the skin is peeling or flaking. Help? I've thought about getting yeast infection medication, but my symptoms don't seem to fit exactly.
