What Causes Itching Around The Genitals And Bumps Around Anus?

Hi, I've been battle with HPV since 2008. I was diagnosed with low grade HPV and have experience warts in the past. For sometime now I have had irritation near my labia, very close to my anus. In that area there are raised bumps and that are whitish, grey and they peel when I wipe. I checked with my doctor but she said it wasn't a wart or anything pathological. I'm concerned because that area seems like is hasn't "healed" and is usually tender close to my period.
