What Causes Itching In The Penis Having A Group Of Blisters?

                              Nine months before from today, i was getting itchy sense in my penis. later i developed small group of blisters on my penis head. then disappered without any treatment . it was very mild. but the itching continued within 3 days and blisters also. within a months time severity slowly increased and till now i am continuously getting outbreaks. my blood test report says i have antibodies for HSV 1. but doctor mentioned it was not a fresh infection by looking at the IGG value.though i am continuously taking acvir 800 /day, the out break didn't stop. my question is do herpes outbreak can be continuous. some time even two out break is overlapping. do i have suffer with this life long?
