What Causes Itching On Cheeks And Elbows Having Dry Skin?

I am having dry skin. I am suffering from itching on my cheeks and elbows. A black scar has come now. When I had visited the nearest skin doc he had adviced me to apply FUDIC cream. When I apply FUDIC cream the skin becomes smooth but the scar remains. Now, I am applying this cream since 3 months. But the itching remains and the scar remains. Please advice me.
