What Causes Itching Problems On Front Of Leg?

Hi, I am a 56 year old woman. I have been having itching problems on the front part of both legs especially at nights. And now the skin in those areas are turning white I have had a type of excezma problem on my ankle and left knee. Do you know what is causing it and is there a cream that I can use to bring the color back. I have been trying to sit in the sun every day for a few minutes.

I am 5' 7" and weigh about 156 lbs. I am diabetic.
