What Causes Itching Rashes On Breast?

I have a rash (red spots) under my breast that itch & are sore, Doctor said it did not look like yeast but didn't tellme wht to use on it. Have tried anitbiotic ointment &hydrocortisone creams also powders. Sometime I get some relief at times but it always comes back. What can I do for this?
