What Causes Itchy And Cracking Skin On Penis In A HIV Positive Person?

Hello. I m a 40 year male and I m HIV positive. In the past 3 months I ve experienced on an off again itching, skin flaking, skin cracking and small lesions on my penial shaft and scrotum. I ve been applying cortizone ointment and ecezema lotion which helps but then it returns. What is the diagnosis and how to I treat the symptoms before I can see a doctor.
