What Causes Itchy And Dry Skin Patches In Hands And Testicles?

I am 20 years old, and for several years I have had itchy testicles that are red and often times dry out and peel. Recently, my hands have had an outbreak, where they are patchy skin areas that are really dry; they do not itch. I was wondering if you have any idea's of what this could be?
