What Causes Itchy Blisters On Penis?

Hello I have a health question concerning an individual in my life. He seems to have clear clusters of blisters about 1 mm in diameter on his penis and we are concerned about what it could be. He says that they are itchy and if burst secretes a clear liquid. We've been looking at all the possible common STDs and none of them seem to fit the bill. Any idea?
