What Causes Itchy Bumps On The Legs After Using A Lotion?

i shaved my legs on sunday and used a scented lotion and as the day progressed my legs were itchy and then i noticed that i had small little itchy bumps but only all over my legs i washed all my bedding, clothes and cleaned my bedroom and also my bathroom and showered and have not used any scented lotions since and i still have these bumps i have taken benedryl and also used hydrocortisone cream to keep the itching down what else can i do and what do you think is happening to my legs?
