What Causes Itchy, Dark Skin On Cheek And Neck?

I am 50 yrs. I have problem on my cheek and neck with heavy blackening. this happened during May 2010 I have consulted a Skin specialist but not yet cured. It remain as it is. Whenever I go out and expose to sun light it increases and geting itching. Kindly help me.
