What Causes Itchy Dots On Legs?

I have these small scab like dots on my legs almost like moles when I itch them and pick at them they start getting bigger l there s a dark blackish brownish color spreading out from the original bump and they become elevated they sting when I touch them Is there blood stuck I m there??
