What Causes Itchy Feet With Fluid Filled Bumps Between The Toes?

I'm a 21 yr old Female, I have been having really bad itchy feet, it started with one foot weird bumps in between my toes filled with a clearish white fluid it itched so bad they would pop then it stopped itching I have soaked them in Epsom salt and hot water to see if that would help well it didnt. 3 months later its both feet same thing but no longer just in between the toes its in the the pad of my foot near the toes. When I look at my feet i see the bubbles or pockets of liquid it looks like dark spots (not yet a bubble/pocket) then as I itch they turn into the bubbles of liquid. when i pop them the itch kinda goes away I have tried all types of over the counter anti fungus creams and anti itch creams. I dont know what else i can do and i sadly cannot afford a Doctor but its getting to the point I scratch so hard and so much (even in my sleep) my feet are raw and very tender. please tell me you might know what the problem is and/or know how to treat it.
