What Causes Itchy Flaky Skin In Eyebrows Along With Red Irritation?

I have itchy and flaky skin in my eyebrows that at times my skin becomes red and irritated from scratching off the flakes. Sometimes the flakes are very hard to come off the skin. They can be in small to big patches of rough flaky skin. I have tried shampoos that fights dandruff and it makes the con dition worse at times. I have never had this before in my life. It started about 2 months ago.
