What Causes Itchy, Purple Spots On Legs?

Hello I am a 26 year black male and I suffer from Elevated Blood Pressure, I take Prescribed Lisinopril for my blood pressure, on both of my legs on the inside are dark purple spots, on the left let it hurst to the touch and itches badly, underneath the skin it feels like something hard is under the surfice...please tell me what it is.
