What Causes Itchy Rashes All Over Body?

My daughter has developed an extremely itchy rash starting on legs and now, after 9 days, covering her whole body. Rash has tiny white bumps. She had a bad cold, preceding the rash. She is 20 years old. Her doctor was puzzled and suggested it's an allergy but anti-hsitamines have not been effective.
