What Causes Itchy Rashes All Over The Body?

My husband has a rash over his entire body which causes severe itchiness, also flaking skin from his scalp to feet. Dermatologist said this condition was eczema and gave him steroids and cream. nothing has worked to relieve him of the constant itching. We went to oncologist, had blood test and was told he does not have leukemia, cat scan is scheduled this week.
