What Causes Itchy Rashes On Inner Foreskin And Burning Sensation When Urinating?

I am having rashes on the inner foreskin of the penis and also I could find some accumulation of white smelly substance. It was itchy too, I applied Betadine lotion on it and washed gently, the itching is gone but redness is there. Also I feel burning sensation while urinating. Please help, can t go to a doctor...
